EWGC Meeting Minutes 4/15/2015

EAST GATEWAY COALITION
MINUTES OF MEETING
APRIL 14, 2015
The meeting was called to order at 6:35 p.m. by President Roger Hartman. The president welcomed New Mexico Senator Mimi Stewart, New Mexico Representative Jim Dines and all other attendees.
President Hartman noted the minutes of the January 15, 2015 were approved.
The president called on Darrell Dady, representing Bernalillo County, for his presentation. Mr. Dady noted the County Assessor will mail notice of property assessments shortly, and noted the avenues available for protesting the assessment. He noted upcoming happenings in county parks, and stated there is REALLY no Poop Fairy and he wished everyone would use the provided bags to clean up after pets. He also called attention to the fact that Bernalillo County’s Water Conservation Ordinance went into effect on April l.
All the state legislators with constituents on the East Gateway area were invited but not all could attend.
Senator Mimi Stewart reported on the recent session of the State Legislature. She commented on the number of good bills which passed, and noted that many more did not make it out of the various committees, and were not presented. It resulted that the least number of bills passed this year since 1969.
Representative Jim Dines agreed with Senator Stewart that many important bills died in committee and commented on the hard work of legislators. He also said that it was still unclear if there would be a Special Session.
President Hartman reported on that the “tent city” in the area is being watched closely, and the property owners have been contacted by Bernalillo county representatives to notify them of the problem.
Andrew Webb, Policy Analyst from the City Planning Department presented a slide presentation of the proposed Comprehensive Plan Update and Unified Development Ordinance. There are several future meetings and hearings to be held on the plan which looks at the Middle Rio Grande Council of Governments’ long range plan for the area by year 2030.
Mr. Webb noted there will be workshops held in each quadrant of the city, and the one for this area will be June 23, 2015 at the Manzano Multi-Generational Center from 5:30 to 7:30 pm.
There being no further business, the meeting was adjourned at 8:55 pm.

He then called for nominations from the floor; there being none, Warren Rowe moved nominations be closed. The motion was seconded and passed. The president then stated that election of the candidates would be accomplished by an e-vote which will be sent to all "dues paid member association representatives".

President Mickelson called on APD Foothills Area Command Commander John Thies. Commander Thies introduced Officer Kathryn White, and noted all officers are requested attend at least on such local meeting each year. He then noted that crime in the foothills area had decreased during the month on November. He stated there had been a decrease in auto thefts and burglaries. He stated that crime had been somewhat higher in the Singing Arrow area, however. Commander Thies noted that most crime committed in this area is committed by persons who do not live in the area.

President Mickelson stated that Jim Hamel, who is with the City’s contracting department, was scheduled to speak about the proposed Four Hills Road landscape project; however he was unable to attend the meeting. The president noted the project has been four years in the making, and State Senator Sue Wilson Beffort and State Representative Jim White had introduced legislation in 2014 to grant $50,000 to the project. However, the funds have been held up in the city as to how to commence the process.

President Mickelson stated that last January he and Roger Hartman attended meetings in which the city was looking to award 2.6 million dollars to an affordable housing project which was to be located at 13001 Central Avenue. There were no published public notices on that meeting; or on any subsequent meetings. He noted that many of the meetings were held, and action taken, which did not have a required quorum of members of the Affordable Housing Committee present. Mickelson and Hartman are working with Rob Perry, City CAO, to attain transparency of city expenditures and use of public funds.

CALL TO ORDER
President Roger Mickelson called the meeting to order at 6:35 P.M.
NOMINATIONS FOR THE OFFICE OF VICE PRESIDENT AND TREASURER
Rose Sena was nominated for the office Vice President, and Geneiva Meeker was nominated for the office of Treasurer.  The President called for any other nominations; there being none, he declared nominations closed.  Warren Rowe moved and Michael Brasher seconded that the candidates be elected.  Those attending voted for the nominees; however, as there was not a quorum present votes will be sought via e-mail, and results will be announced at the April meeting.
APD FOOTHILLS AREA COMMAND UPDATE
Sgt. Zach Wesley informed those attending that they have a person causing considerable problems in the area and are asking all to be on the lookout for this offender.  The description of the person is Male, approximately 180 pounds, brown eyes and hair, approximately 5’ 9”.  He warned residents not to try to apprehend, but to call 242-COPS and give the location of sighting.  He also noted a new tool for looking at problems in any given area of the city. Type www.crimemapping.com – type in an address, and it will give information as to crime in the area.  Sgt. Wesley noted there are presently 60 uniformed officers stationed at the Foothills station.
GATEWAY 66-LOW INCOME DEVELOPMENT AT 13001 CENTRAL
The newly proposed project at 13001 East Central will consist of 76 units for social needs, multi-family, low income occupants.  It would serve persons having 30-50% of the annual median income.  Residents may come from those formerly living in crisis housing, emergency shelters, substance abuse treatment centers, or on the street (homeless).  They will probably have onsite property managers; Roadrunner food bank provisions; and support services.  Provision for funding passed City Council on January 6, 2014, with the allocation of $1.8 million being provided to New Life Homes.  The total expected cost of the project will be approximately $12,868,672 (with over $7 million coming from a state grant).  The project is stated to provide affordable housing and travel to job opportunities that are easily accessible to public transportation.
The majority of attendees voiced objections to the project and desired much more information on the project. A committee was appointed to collect information and to evaluate the implications of the proposed development:

METROPOLITAN TRANSPORTATION PLANNING – THE FUTURE OF TRAVEL IN THE AREA
Julie Luna presented the 2040 Transportation Planning agenda for the metropolitan area, which includes Sandoval, Bernalillo, and Valencia counties, as well as the cities of Albuquerque, and Rio Rancho.  The plan always looks twenty years into the future and is updated every four years.  Projected population growth is projected as well as where the population will reside, and planned transportation is considered.  As the area is pretty well built-out to the east, most new development will occur on the west and south.  It is projected that Sandoval county will double in size.  Much consideration will be given to public transportation and how to do it better and smarter.

EGWC Meeting Minutes for October 17, 2013

MEETING
OCTOBER 17, 2013
President Roger Mickelson called the meeting to order at 6:40 p.m.
Commander Kevin Rowe from the APD Foothills Area Command was introduced.  The commander told the audience that the foothills area has a minimum number of crimes as compared to other areas of the city.  He stated that he and his officers strive to make the area a desirable place to live, and repeated their mantra:  “One for all, and all for one” which continues to stabilize the area.  He stressed that anyone who has a problem with panhandlers, molesters, or anything else, call 235-8990 and report the situation.  He thanked the attendees for the huge turn-out on September 27 which honored officers at the foothills station.
The president then introduced Bernalillo County Commissioner Wayne Johnson; LT Eric Schum, representing New Mexico State Police; LT Broderick Sharp, representing Bernalillo County Sheriff; Antonio Garcia, representing NM Department of Transportation; and, again, Commander Kevin Rowe, representing APD, who were attending to inform the public about their plans to help prevent future bottlenecks in the area due to any closure of Interstate 40.
Commissioner Johnson related that there had been many hours of discussion of the problems caused by a shutdown of the freeway, and to find solutions to the problems of people not being able to get to their homes in the East Mountains and the foothills areas when it was deemed necessary to implement a shutdown.  An information sheet with phone numbers of who to call and what to do in such an emergency is being formulated and will soon be available to the public.   The intent is not to close down the freeway at Tramway, but to close it at the Moriarty or Santa Rosa exits.  18-wheelers will be directed to the fairgrounds, UNM, and the balloon fiesta parking areas to get them off the city streets.  Electronic signs will have information as to phone numbers, routes, etc.
President Mickelson thanked the committee members for their diligent work and the progress being made to implement prevention of future problems in the immediate area.

EGWC Meeting Minutes from 1/17/2013

JANUARY 17, 2013

The  meeting was called to order at 6:45 by President Roger Mickelson, who then introduced guests  Commander Kevin Rowe, APD Foothills Area; Doug Lutz from the Mayor’s office; Darrell Dady, Bernalillo County Neighborhood Coordination Specialist; and David Walker.  David Robbins, APS School Board Member, arrived a bit later.

Commander Rowe noted the Foothills Area is doing well as far as crime prevention is concerned.  He noted that officer shifts have been somewhat altered, with some overlap to increase response, which he feels is helping in deterring crime somewhat.  He stated the officers have adopted the slogan:  “One for All and All for One”.  He again noted that it is important for residents to call APD when they are concerned about or feel they see anything amiss in their neighborhoods.  The more calls the police receive the more officers can be stationed in the area.  He noted a recent crime “cleanup” in the Singing Arrow area.  The department is starting a youth program in the area, and he cited that he has an “open door” policy and welcomed anyone to visit him. 

The President noted that there was not a quorum present and that the election for President and Secretary would be handled via e-mail. 

Dave Robbins, APS school board member representing District 6 was then introduced.  Mr. Robbins noted that APS has a 368 million dollar bond issue to be voted on at the upcoming election.  He said the average age of APS schools is forty years old, with many being over 50 years old.  Consequently many need refurbishing or rebuilding.  He noted there is a need for certified police protection.  He commented on the low graduation level of the schools in the area, and also noted that 60-65% of the children live in poverty and do not have access to what school children in other states do.  There are many unexcused absences. The area has 58 licensed charter schools.  He said he could be contacted at Robbins_d@APS.edu.

President Mickelson then introduced Dave Walker.  Mr. Walker noted that he is with a coalition which “is not pleased with the way APS is not educating our children”.  He stated the system does not want input from others and that school board elections are supposed to be non-partisan.  He said the state spends most of its funds on education in some form or other, and noted the legislature has still not confirmed the person appointed as Secretary of Education.  He asserted that the School Superintendent is out of touch with the community.  He reiterated that graduation rates are at the bottom of all other states.  He also stated the board needs fresh ideas, community involvement, and better money management.

OCTOBER 18, 2012 EGWC Meeting Minutes

OCTOBER 18, 2012
The meeting was called to order at 6:45 by President Roger Mickelson, who then introduced NM Representative Jim White; Dave Lutz, Mayor’s Office; Commander Kevin Rowe, APD; Kathy Richardson, NM DOT; Sabrina Garcia, City of ABQ Dept of Municipal Development; Hooshang Tavanaiepour, NMDOT; NM Senator Tim Keller arrived later.
Commander Rowe, speaking first (as he had another appointment), stated that burglaries were down 50% from May through October of 2011 and all other crimes are down 60% for the same time frame.  He noted that we are approaching the “holiday crime season” when crimes accelerate.  He stated 75% happen due to carelessness, and warned all to be alert to keeping windows, doors, and garage doors closed at all times.  The usual cautions should be taken with purchased products. 
The president then introduced Mr. Lutz who gave a short talk on areas in which the mayor’s office is presently involved.
The group representing the construction of the Paseo-I-25 flyover was led by Sabrina Garcia who stated that the NMDOT, Federal Highway Association, City of Albuquerque, Bernalillo County, MRCOG are all involved with the project.  She stated that Wilson and Company had been selected as the engineering firm to design the project.  Kathy Richardson and Hooshang Tavanaiepour from the NM Department of Transportation, followed with a presentation of slides showing how and where the flyover would be constructed, stating that safety would be a big issue as there are fifty-six million trips over the present route per year, and the new project will save 54,800 hours per year for the people using the route.  Costs break down as follows:  $50 million for the City; $29,750 for the state; $5 million for the County; $8,250 million for the federal government.  Time line of the project:  it could begin by the end of summer 2013; would take 18 to 24 months to complete.  For comments you may call 245-3150, or submit questions to “paseoi25.com”.
District 20 Representative, Jim White, was then introduced by the president.  Rep. White noted that even though the Legislature is not in session, he has been heavily involved with the preparation of the 2013 budget.  He noted there is very little surplus this year.  Legislators are still pondering legislation relative New Mexico students moving into higher education with no more than a 3rd grade level of reading ability.  He also noted that “Obamacare” is going to create areas to be dealt with in Medicaid reserves. Reserves must be increased, and trying to estimate the amount is onerous. 
New Mexico Senator Tim Keller was introduced.  Senator Keller reminded the audience that our state is still the 50th in many areas (such as schools, and hospitals).  He noted that he, also is working in the financial area of the legislature.  He is working for better jobs in New Mexico, revision of the scholarship lottery as more students are applying; costs are increasing and there is a need for changes to be made for the requirements which allow students to receive the funds.
The president then brought the audience up to date on the proposed Ordinance to amend the Sector Development Plan to inflict “view corridor” restrictions on both sides of Central from Dorado to Tramway.

Commander Rowe noted that crime in the area was up a little over 1%.  He reminded the audience that crime has to do with opportunity, and also that if it is not reported, nothing can be done to combat it.  The more reports APD receives, the more an area will be patrolled. 
Crime Specialist Jill Garcia noted that presently the worst problem areas in the district are in the area of Eubank and Juan Tabo and Montgomery, where burglaries and car break-ins are problematic.  However, the most troublesome areas are south of Central from Juan Tabo to Tramway.
Bernalillo County Clerk, Maggie Toulouse-Oliver, speaking next, noted to the audience that in the upcoming election in November voters may cast their ballots at any voting location.  If a voter is registered, it will not be necessary to vote at the voters’ particular precinct.  She noted that Provisional voting will require two identifications; such as driver’s license, bank statement, birth certificate, passport, etc.
Detectives Greg Crawford and Michael Sandoval presented a visual guide on protecting oneself from scams, including i.d. theft and forgery, which are the largest crimes currently being perpetrated.

If you have calls on any of these things, ask yourself:  “Did I enter a lottery?” “Do I know of a relative’s being out of the country?”  Call them and find out.

JANUARY 19, 2012
The meeting was called to order at 6:35 p.m. by president Roger Mickelson. The president then acknowledged Jill Garcia, APD Crime Prevention Specialist; Jill Holbert, CABQ Acting Director, Solid Waste Department; and Melissa Lozoya and Chuck Thompson, CABQ Municipal Development. (Sally Mayer, Mayor’s Office, and Cliff Saylor, Foothills Area Commander APD, arrived later.
Jill Garcia stated that auto thefts are on the rise; some being performed by organized gangs and others by opportunists. She warned again not to leave belongings in the car where they can be seen. She told the audience of the latest mode of operation whereby groups of three or four people go to house. The girl knocks on the door, while the others hide. When the door is opened she begins crying, saying that she has been raped (or had some other misfortune), and needs to call 911. If the homeowner allows her to come into the house, the others come out of hiding and attack the victim and ravage the house. The current “hot spots” for the force are focusing on residential and auto burglaries and crime prevention. For “education and prevention”, the department is employing undercover teams, swat teams, GPS, and laptops. Ms. Garcia noted APD will do personal inspections of a home or property; call her at the Foothills Substation at 332-5240. You should also let them know if you are going to be out of town to allow APD to conduct random drive-by checks of your property. Just call 242-COPS for the service.
Jill Holbert spoke of the MRF (Material Recovery Facility), a recycling process, which will be placed into operation in the city between 2012 and 2015. As all areas cannot be brought into the process at the same time, this will be instituted over the above time frame. The new service will incorporate a new container into which paper, plastics and metals may be placed for pickup (at a still to be determined cost) on regular garbage day pickups. The new recycle service will not take glass, egg cartons, milk cartons and other to be defined containers. The resulting product from the recycled materials will be utilized in several different ways; many still to be determined.
Melissa Lozoya and Chuck Thompson from the Municipal Development department presented plans for the renovation of Central Avenue from Eubank to Tramway. The planned project includes median construction, installing handicap ramps, traffic signal modifications, and permanent signage/striping. Plans are to advertise in February, and, hopefully, begin construction this summer. It is anticipated the construction will take approximately five months. It was noted that the city and AMAFCA will be replacing the dip crossing of the Four Hills Arroyo on Wagontrain Drive in Four Hills with a bridge. It was stated that the “box” at the end of that arroyo will be redesigned and replaced at a later date. Mr. Thompson may be contacted at 768-2577.

Rose Sena has volunteered to assume the office of vice president, and Geneiva Meeker has volunteered to take the office of treasurer. OCTOBER 20, 2011

Meeting called to order at 6:35 p.m. by President Roger Mickelson. The President then introduced: City Councillor, Dan Lewis; Lenton Malry, representing Bernalillo County; Sally Mayer, Mayor’s office representative; Matt Zidowski, Heinrich assistant. He then introduced Commander Cliff Saylor, from the Lomas APD office.
Commander Saylor noted that APD has been working diligently on reducing loitering, jay walking, and trespassers in the area. He also noted that the officers have been active in patrolling parking lots and checking vehicles and have noted a reduction in losses and damages. He suggested that people always park in well-lighted areas, close to the business, and that everything be placed in the car’s trunk. He noted there has been an increase in counterfeit money being circulated and advised all to take a good look at bills handed them. He stated shop lifting would not be tolerated. The President then introduced Col. Hornyak, Vice Commander at KAFB. Col. Hornyak presented a video on the many things accomplished at KAFB. He noted there are 21,248 people working on base every day. The number one mission is nuclear, as in many ways all things nuclear lead to weapons. In looking at the operations training at the base he noted flying planes and helicopters with combat reserve officers being in a two-year training program. On mission training he noted it goes from the ground to the air. Economic impact on Albuquerque is 4.3 billion dollars a year which is from job creation, payrolls, and local purchases. He said $310.5 million goes to small businesses. He spoke of the fuel spill and noted they are trying to find out how deep the spill goes, and how far it extends. Hopefully some answers by summer of 2012. He noted it is still a long way from city water wells. In his closing remarks the colonel noted that there is a huge need to get young people interested in the things performed by base personnel and over $3 million is invested in this area to achieve this goal.
Mr. Mickelson then introduced Matt Rivera, Bernalillo County election director. Mr. Rivera noted that there are presently 441 precincts in the county, which will be consolidated into approximately l87 through a new program. He stated that presently less than twenty percent vote on election day; the latest election had 27%, with 44% voting via early voting. Under the new concept voters may vote at any voting location. This will reduce the number of poll workers needed; the number of ballots which must be printed; and the number of p0olling places required. He stated election costs in 2008 were $3.3 million; the current model indicates costs will be $2.4 million. With consolidation, projected costs would be $$1.4 million, and voting locations would be reduced from 187 to 69.
New Mexico State Senator Tim Keller and Representative Jim White spoke briefly on redistricting and noted the Legislature was unable to come to any redistricting resolution during the recent special session. It was noted that Rio Rancho population had increase by 5%, and would gain a new representative. Representative White stated that the passed capital outlay bill allowed for an $8 million supplement to the food stamp program for another year. It was also noted that the legislature voted to impeach Public Relation Commissioner, Jerome Block.
